Since our unit needs to purchase vinyl chloride monomer from another company for polymerization experiments, we plan to use a monomer tank for transportation by vehicle; the distance is around 15 kilometers. What precautions should be taken during the loading, unloading, and transportation of the vinyl chloride monomer? From what I understand initially, since the vehicles used to transport the units need to be on the roads, they must be registered with the local public security bureau. There are requirements regarding the transport vehicles, drivers, and escorts. Moreover, the tank containers used to hold the units (pressure vessels) need to be inspected and registered by the Quality and Technical Supervision Bureau. Are there any other things to note? If anyone knows, please help.
Vehicles must have **qualification for transporting chemicals, and both drivers and escorts must hold relevant certificates. Vinyl chloride monomer tank trucks must pass inspection by the technical supervision department. The selling entity must possess a **chemical production or operation license for vinyl chloride monomer** (the product being sold must be vinyl chloride monomer); if the material is filled into tank trucks, a filling permit issued by the technical department is also required.
