Regulations on Special Protection Management for the Operation of Large-scale Units in Refining and Chemical Enterprises Chapter 1 General Provisions Article 1 These regulations are formulated to strengthen the special protection management for the operation of large-scale units, and to ensure the safe monitoring and long-term operation of such units in the facilities owned by various enterprises. Article 2: The large-scale units referred to in these provisions are those large-scale mechanical equipment with a large capacity in the production facility and playing an important role in the production process; a shutdown of such units will result in the suspension of operations of the entire facility. These include turbines, gas turbines, compressors, etc. Article 3 These provisions apply to the refining and chemical enterprises under the joint-stock company. Article 4: The Mobile Equipment Department of the regional branch is the department in charge of special maintenance work for large-scale units, and is responsible for managing such special maintenance tasks for the company’s large-scale units. Specific responsibilities are: (1) Responsible for establishing a detection and monitoring system for the multi-level platforms of the special care unit ; (II) Responsible for equipping special inspection personnel with advanced inspection instruments or equipment; (III) Responsible for preparing inspection record books for large-scale units under special care ; (IV) Responsible for formulating the inspection system for specially protected large-scale units ; (5) Regularly inspect the management and usage of spare parts for large-scale units ; (VI) Responsible for the status monitoring and data analysis of large-scale units in abnormal situations – 56 – ; (7) Responsible for the inspection, evaluation, and assessment of special care measures for large-scale units. Article 5: The relevant departments are responsible for tasks related to the special care of large-scale units within their respective areas of responsibility. Specifically: (1) The production facility where the large-scale unit is located is responsible for ensuring its smooth operation, as well as for monitoring and recording its operational parameters; any issues that arise must be addressed and reported promptly ; (II) The mechanical engineering departments as well as the instrumentation and electrical engineering departments of the maintenance units should respectively have a thorough understanding of the structure and principles of large-scale generating units, as well as the operating conditions of the machinery and of the instrumentation and electrical systems. Within their respective areas of expertise, they are responsible for carrying out regular inspections and special maintenance on these units, and addressing any issues that arise in accordance with the requirements of the equipment, thereby ensuring the safe operation of the units ; (III) In accordance with the management requirements of the Mechanical Equipment Department, the Supply Department shall handle the procurement and storage of spare parts for large-scale units (including auxiliary equipment), and promptly report any relevant information pertaining to the management of such spare parts to the Mechanical Equipment Management Department. Chapter 2: Contents of Special Maintenance Management. Article 6: Based on the condition and characteristics of large-scale units, each regional branch shall establish a special maintenance team for each production unit (each large-scale unit). Article 7: The special care team is composed of experienced professionals dispatched by the mobile equipment management department, the maintenance department, and the unit to which the equipment belongs. The supervisor of the Mobile Equipment Management Department serves as the team leader. - 57 – Article 8: The special care team shall develop practical special care plans to ensure effective special care for large-scale units and to guarantee the safe operation of the equipment. When a large-scale unit experiences a failure or is operating under faulty conditions, the head of the special maintenance team is responsible for gathering relevant personnel to conduct a review of the issue, analyze its causes, and develop solutions or monitoring measures to address it. Article 9: A record of special inspection for large-scale units shall be kept on a monthly basis, placed in a designated location, and managed by the unit where such large-scale units are located ; The special inspection records for large-scale units are kept by the unit where these units are located for future reference, with a retention period of 1 year. Article 10: Large-scale units shall be inspected daily. The daily inspection tasks include: (1) The operators of the special care units are required to regularly check and record the operating parameters of the large-scale units ; (II) The daily inspection personnel of the special care team must use the available monitoring tools such as vibration meters and temperature detectors to carry out inspections and tests on the operating units ; (III) After conducting special inspections, the daily inspection personnel shall record the operating parameters of the unit; based on the results of these inspections and measurements, they shall analyze the operating condition and trends of the unit, and create trend charts for the unit’s operating data using the measured values ; (IV) Any abnormalities occurring in large-scale units should be accurately recorded and reported promptly. Article 11: On top of the daily inspections, weekly inspections should be conducted, and the contents include: (1) The personnel responsible for weekly inspections under the special care program shall check the operating condition of the large-scale units under their responsibility on a weekly basis, in accordance with the requirements of the special care plan ; (II) The weekly inspection personnel shall check the special care procedures carried out by the daily inspection personnel; if it is found that the special care work is not being conducted in accordance with regulations, timely guidance and correction should be provided. - 58 - ; (III) The weekly inspection personnel shall analyze the data in the special care records. Article 12: The Special Maintenance Team shall hold a monthly summary meeting on the 10th of each month to summarize the special maintenance work across various specialties, the operation and maintenance status of large-scale units, the rectification of major defects, safety monitoring efforts, and significant technical modifications. The meeting also serves to outline the key tasks related to special maintenance for the following month (or phase). Article 13: Each refining and chemical enterprise shall establish multi-level, online and offline testing and monitoring platforms to ensure the safe and stable operation of specially protected units. Professional status monitoring personnel in the equipment management department are responsible for collecting, aggregating, and organizing various inspection data, establishing information management files for specially monitored units, and analyzing the operating conditions of these units based on the collected data in order to predict the reliability and operating trends of the compressors. In the event of any abnormalities in the unit, continuous monitoring and special diagnostics should be carried out, and the analysis results should be promptly communicated to the relevant personnel to assist in making decisions. If the data signals to be detected are relatively complex, it is possible to entrust a diagnostic company with strong online capabilities to perform remote online diagnostics, and then inform relevant personnel so they can make decisions. Article 14: In accordance with relevant regulations, regular routine analyses of the lubricating oil in large-scale units are to be conducted. In case of special circumstances, the frequency of sampling and analysis as well as the number of analysis items can be increased. As needed, analysis methods such as infrared spectroscopy, plasma emission spectroscopy, and ferroprase analysis can be employed to examine the lubricating oil. Article 15: Maintenance personnel shall carry out maintenance work on large-scale units in accordance with the maintenance procedures. After the maintenance is completed, maintenance records must be kept, and a summary should be included in the monthly technical report on rotating equipment. In particular, regarding handling of abnormal shutdowns, an analysis of the causes of the faults is required, so as to learn from these experiences and develop preventive measures and improvement plans. – 59 – Chapter 3 Supplementary Provisions Article 17 These provisions shall be interpreted by the Refining and Sales Branch and the Chemicals and Sales Branch of the joint-stock company. Article 18 These provisions shall come into force as of the date of issuance.

Article 1: These provisions are formulated in order to strengthen the management of large-scale units in the branch companies, improve the level of management of such units, and ensure safe, stable, and long-term operation of the facilities. They are based on relevant laws and regulations, as well as the Group Company’s “Provisions on Equipment Management (Trial)” and the Shareholding Company’s “Provisions on Equipment Management (Trial)” (hereinafter referred to as the “Provisions on Equipment Management (Trial)”). Article 2: These provisions apply to the management of large-scale units in joint-stock companies; the management of other units may refer to them. Article 3: The term “large-scale units” as used in these provisions refers to units that, based on actual production conditions and upon thorough consideration, are designated as falling under the scope of management for critical equipment. Article 4: To strengthen the management of large-scale power units, it is necessary to rely on technological progress, adhering to the principles of \"combining design, manufacturing, and operation; combining maintenance and repair; combining restoration, renovation, and upgrading; combining professional management with grassroots management; and combining technical management with economic management.\" Chapter 2 Management Responsibilities Article 5: The deputy manager in charge of equipment management is responsible for the overall management of large-scale generating units, in accordance with the management requirements and responsibilities stipulated in the Group Company’s and the Joint Stock Company’s \"Equipment Management Measures\" (provisional version). Article 6: Responsibilities of the Mechanical Operations Department. It is responsible for the centralized management of large-scale equipment, implementing the management systems, regulations, rules, and standards pertaining to large-scale equipment set forth by the Group Company and the Joint Stock Company. It also bears the responsibility of formulating relevant systems and detailed implementation rules for the management of large-scale equipment. (1) Responsible for or involved in the selection, design review, manufacturing supervision, installation, commissioning, and acceptance of large-scale units. (II) Responsible for the technical analysis of the operating conditions of large-scale units, as well as for conducting condition monitoring, fault diagnosis, and technical problem-solving for such units. (III) Organize the special-grade maintenance management for large-scale units. (IV) Establish and improve technical management records, reports, and other materials related to large-scale unit equipment; prepare summaries of the work related to such units, and organize regular inspections and evaluations. (5) Organize the formulation and review of maintenance procedures for large-scale units; participate in the review of operating procedures ; Responsible for preparing maintenance plans for large-scale units, approving the maintenance procedures, and overseeing process control and quality inspection. (6) Formulate and review plans and schemes for the renewal and renovation of large-scale units, organize their implementation, and ensure proper process control and acceptance. (7) Be responsible for the technical management of spare parts for large-scale units, and organize the preparation and approval of spare parts plans. (8) Be responsible for the promotion and application of new technologies, new processes, new materials, and new equipment in large-scale units, in order to continuously improve the equipment and technical standards of such units. (IX) Organize accident investigations and analyses of large-scale units and participate in accident handling. Article 7: Responsibilities of the Production Department (1) Participate in the selection, renovation, and design review of large-scale units. (II) Participate in the mechanical operation tests and acceptance of large-scale units, and organize the joint commissioning and performance evaluation of such units. (III) Organize the formulation and review of technical documents such as operating procedures, process standards, and accident response plans for large-scale units. (4) Responsible for the operation management of large-scale units, ensuring that they operate under specified process and technical conditions. (5) Participate in the investigation, analysis, and handling of accidents involving large-scale units. Article 8: Responsibilities of the Safety Department (1) Responsible for safety supervision throughout the entire management process of large-scale units. (II) Participate in the review of major overhaul and renovation plans for large-scale units. (III) Responsible for inspecting various safety measures of large-scale units, and organizing investigations, analyses, and handling of accidents involving such units. Article 9: Responsibilities of the Supply Department (1) Responsible for reviewing the qualifications of suppliers for large-scale units. (II) Responsible for the supervision of manufacturing and factory inspection of large-scale units. (III) Provide equipment or accessories, along with relevant technical documents, in a timely manner, with guaranteed quality and quantity, in accordance with the procurement plan. (4) Responsible for the acceptance of large-scale units and spare parts, and for keeping acceptance records. Inventory equipment and accessories should be stored as required and kept properly. (5) Responsible for handling any issues that arise during the procurement process. Article 10: Responsibilities of the User Unit (1) Be responsible for the use, maintenance, and management of the large-scale units within the unit, carry out thorough maintenance on these units, operate them in strict accordance with technical specifications, and ensure their safe, stable, and long-term operation. (II) Establish and improve equipment technical records, reports, and other relevant documents for large-scale units ; Responsible for preparing technical documents such as operating procedures, process standards, and emergency response plans for large-scale units, and submitting them for approval. (3) Responsible for carrying out regular analyses of the quality of oil products used by the units, and for archiving the analysis reports. (IV) Responsible for preparing plans for the maintenance, renewal, and renovation of large-scale units, and submitting them to the competent authorities ; Participate in the implementation and acceptance of maintenance, renewal, and retrofitting of large-scale units. (5) Actively carry out condition monitoring and fault diagnosis of large-scale units, identify equipment defects in a timely manner and implement corrective measures to reduce unplanned shutdowns. (VI) Participate in the investigation, analysis, and handling of accidents involving large-scale power units, and formulate accident prevention measures to implement them. (7) Participate in the selection, design review, trial operation, and acceptance of large-scale units. (8) Be responsible for the technical training and assessment of relevant personnel in the unit, so as to continuously improve the technical skills of those working in management, operation, and maintenance roles. Article 11: Responsibilities of the Maintenance Unit (1) Responsible for the maintenance and management of the large-scale units at the branch office, and carrying out top-level maintenance work on these units. (II) Establish and improve the equipment and technical documentation, spare parts records, as well as maintenance logs for large-scale units ; Responsible for preparing technical documents such as maintenance procedures, maintenance plans, and spare parts schedules for large-scale units, and submitting them for approval. (III) Be responsible for or participate in the implementation and acceptance of the installation, maintenance, upgrading, and renovation of large-scale units. (IV) Participate in the investigation, analysis, and handling of accidents involving large-scale units, formulate corrective measures, and organize their implementation. (5) Participate in the selection, design review, trial operation, and acceptance of large-scale units. (VI) Actively participate in the condition monitoring and fault diagnosis of large-scale units. (7) Responsible for the technical training and assessment of relevant personnel within the unit, continuously improving the technical capabilities of staff in management, inspection, and maintenance. Article 12: The Quality Center is responsible for analyzing the quality of lubricants used in large-scale machinery and issuing analysis reports. Chapter 3 Design and Selection of Large-scale Units Article 13: The design unit shall, in accordance with the technical requirements of the production process, provide the enterprise and manufacturers with technical data for the selection of large-scale units after conducting design calculations, so as to enable preliminary selection. Article 14: The preliminary design plans and drawings prepared by the manufacturer must undergo a tripartite design review involving the manufacturer, the design agency, and the enterprise before they can be used for manufacturing. Article 15: The design and selection of large-scale units shall comply with the latest versions of relevant technical standards and specifications. Taking into account the flammable and explosive nature of operations in the petroleum refining and chemical industries, units that are reliable in operation, offer great flexibility in handling, have a rational structure, high efficiency, and are easy to maintain should be chosen, so as to meet the requirements of low life-cycle costs, high overall equipment efficiency, and high safety and reliability. Article 16: Large-scale units must be equipped with comprehensive control systems, interlock protection systems, real-time monitoring instruments, and condition monitoring systems. Chapter 4: Supervision of Manufacturing and Factory Inspection of Large-scale Units Article 17: The manufacturer selected for producing the units must be one with a good track record, excellent reputation, high-quality service, advanced design and manufacturing capabilities, as well as compliance with relevant international standard certification systems. The models manufactured must meet **environmental protection standards and energy-saving requirements. Article 18: The manufacturer must carry out design, manufacturing, and testing in accordance with the technical agreement; any changes must be approved by all parties involved in the design, manufacturing, and management processes. Article 19: During the manufacturing process of large-scale units, the Supply Department shall engage a supervision unit with the appropriate qualifications to conduct supervision at the manufacturing plant. Article 20: Before large-scale units leave the factory, the Supply Department shall organize relevant technical personnel to conduct quality inspections in accordance with the technical agreement. Chapter 5: Installation, Commissioning, and Acceptance of Large-scale Units Article 21: The entity responsible for the installation of large-scale units must be one with a good track record, excellent reputation, high-quality service, as well as the appropriate qualifications and capabilities for equipment installation. Article 22: Before the installation of large-scale units and auxiliary equipment, the manufacturer must provide complete technical documentation in accordance with the technical agreement sowie relevant technical standards and specifications (which should include at least the factory certificate of conformity and inspection records, the general assembly drawings of the unit, installation drawings and related diagrams, the packing list and detailed list of components, as well as other technical information related to the unit and its auxiliary equipment). Article 23: Before the installation of large-scale units, the manufacturer, supply department, mechanical department, and installation unit must jointly participate in the unpacking inspection. Article 24: The installation unit must prepare an installation plan for large-scale units in accordance with relevant standards and specifications. Installation may only proceed after it has been reviewed by the Machinery Department, as well as the design and supervision units. The manufacturer shall provide technical guidance and assist in resolving any issues that arise during the installation process. Article 25: The on-site supervision unit must supervise the entire installation process in accordance with the provisions of the supervision contract and the requirements outlined in the installation plan. Article 26: Upon completion of the installation of large-scale units, the installing unit must, within the stipulated time frame, provide the Machinery Division with complete as-built documentation, special tools, and accompanying accessories. Article 27: To comprehensively evaluate the mechanical operation performance, process technical performance, and control performance of large-scale units, trial runs should be conducted on them after installation is completed. Based on the actual circumstances and relevant contract provisions, the entity responsible for the commissioning of large-scale units is determined, and a corresponding commissioning team is established. This team prepares the commissioning plan, which is then reviewed jointly by the design and manufacturing manufacturers, the production department, the technical department, the logistics department, and other relevant units. Article 28: After trial operation, large-scale units must meet at least the following conditions before they can be accepted: (1) They must operate continuously for no less than 72 hours under rated conditions. (II) The technical performance meets the design requirements and can fully satisfy production needs. (III) The control system and monitoring system are operating well, with all adjustment mechanisms responding quickly, flexibly, and accurately. (IV) There are complete and accurate test run records. Chapter 6 Operation Management of Large-scale Units Article 29: The commissioning of large-scale units must be carried out only after being inspected and approved by the Machinery Department as well as relevant departments such as production, technology, and safety. The startup of the unit must be carried out in strict accordance with the approval procedure (except for emergency startups as specified in the operating procedures). The persons responsible for approval must be present until the unit is operating normally; this approval process is organized by the unit’s operating entity and the relevant records are kept on file ; The co-signing units include the Safety Department, the Mobility Department, the Production Department, the user units, as well as the instrumentation, electrical engineering, and maintenance teams. Article 30: Operators and maintenance personnel must undergo technical training and pass relevant assessments before they can take up their posts and obtain the necessary qualifications. Article 31: The operating unit shall formulate operating procedures for large-scale units, organize relevant personnel to study them carefully, and ensure that these procedures are strictly followed. It is strictly prohibited to operate the units under conditions of overheating, overpressure, overload, excessive vibration, or high speed. Article 32: Operators must strictly implement the routine inspection system, checking various parts of large-scale units in accordance with the prescribed inspection routes, contents, and standards. They should identify problems, potential hazards, and unsafe factors promptly, and carefully fill out operation records, defect records, and daily operation logs. Article 33: When operators detect abnormal operation of large-scale units, they shall immediately investigate the cause, take corrective measures, and report it in a timely manner. To ensure the safety of the equipment and personnel, in emergency situations, operators have the authority to take decisive actions in accordance with the operating procedures until the machine is stopped immediately. Article 34: For defects existing in large-scale units that cannot be addressed promptly, the Machinery Department shall organize relevant departments and units to conduct thorough studies and take appropriate countermeasures. After the unit stops operating due to a fault, it is necessary to conduct a thorough inspection and analyze the cause; the unit must not be started blindly. Article 35: Strengthen the lubrication management of the machinery units, strictly implement the lubrication management system, and ensure comprehensive management of lubricating oils, seal oils, control oils, and related equipment. Regularly analyze the quality of oil products, and advocate the use of advanced techniques such as ferrography and spectroscopic analysis to promptly detect conditions such as equipment wear. Article 36: Carry out regular maintenance of the standby units to keep them in good condition for use. Standby units need to be inspected regularly ; The oil pump is started once a week and rotated manually once a week; the electrical and instrumentation systems are inspected monthly with records kept. Conduct a trial run half a month before important holidays; keep running until all parameters of the equipment stabilize, then stop it for standby, and keep proper records of the trial run. Units with the same process number and serving as backups are switched every quarter. Article 37: Mechanical, electrical, and instrumentation maintenance personnel shall, in accordance with the requirements of their respective specialties, carry out routine maintenance work on mechanical equipment, electrical equipment, control instruments, and interlock protection systems, in order to continuously improve the equipment integrity rate, instrument control rate, and interlock operation rate. Article 38: To ensure the safety of the unit, the interlock protection system must be operated in automatic mode. The interlock protection devices originally installed in the unit must not be disabled without authorization; in special cases where such disabling is necessary, it must be done in accordance with the \"Provisions for the Management of Interlock Protection Systems\". Article 39: When large-scale units are started up or shut down, relevant professional technical personnel shall be present to supervise. Article 40: Advanced monitoring technologies should be actively adopted to carry out effective condition monitoring and fault diagnosis for large-scale units. Regular analysis and evaluation of the operational data of these units are necessary in order to improve the level of predictive management regarding their operating conditions. Chapter 7: Special Maintenance Management for Large-Scale Units Article 41: Strengthen the management of special maintenance for large-scale units by formulating detailed rules for such maintenance, holding regular meetings on special maintenance tasks, evaluating the work of the maintenance teams involved, and establishing appropriate reward and punishment systems. Article 42: A special-grade maintenance team for large-scale units shall be established, led by the Mechanical Department and comprising technical experts from fields such as machinery, electrical systems, instrumentation, operation, and management. A designated person from the Mechanical Department shall serve as the team leader, and the members of this special-grade maintenance team should remain relatively stable. Article 43: Responsibilities of the top-level maintenance team: (1) To earnestly implement the detailed rules for top-level maintenance established by the enterprise, and to carry out top-level maintenance work on the large-scale units under their responsibility. (II) Organize joint inspections on a weekly basis and hold regular special maintenance meetings to analyze and assess the operating conditions of large-scale units, propose corrective measures for any existing issues, and ensure the safe operation of these units. (III) Responsible for preparing the monthly reports on special maintenance and condition monitoring for large-scale units, and submitting the summary of monthly special maintenance work on time. Article 44: Special Maintenance Meeting (1) The special maintenance meeting is held every Wednesday at 9:00 a.m., chaired by professional engineers from the Maintenance Department. Participants include technical personnel designated by various maintenance units and special maintenance teams, team leaders, leaders in charge from the Maintenance Department and its professional engineers, as well as leaders in charge from various maintenance units. (II) The main contents of the special care meeting include the following: ① Each team reports on the equipment inspection results, operational status, lubricant analysis findings, the operation of utility systems, existing problems, and proposed solutions. ②The professionals from the Maintenance Department report on the status of inspections and provide recommendations regarding operational maintenance precautions. ③Check the inspection records of equipment in various units to understand the status of equipment inspections. ④Discuss the issues existing with the equipment and the handling suggestions put forward by the special care team, to formulate handling recommendations ; For major and complex equipment issues, the maintenance unit should first develop a detailed troubleshooting plan. After it is discussed and approved by the user unit, the Mechanical Affairs Department, and the relevant maintenance units, it shall be submitted to higher-level leadership for approval, after which the Mechanical Affairs Department will organize its implementation. ⑤Experience in the management of communication equipment, as well as new technologies and management theories. (III) The staff from the Mobility Department are responsible for taking minutes of the Special Care Committee’s meetings and for the archiving of those minutes. Article 45: Inspection of Special Care Equipment (1) The operator shall inspect the equipment every two hours and fill in the duty inspection record ; During inspections, it is mainly checked whether all operating parameters of the equipment are within specified ranges, ensuring compliance with the \"four no’s\" (no overpressure, no overheating, no overspeed, no overload). Report any issues found to the workshop supervisor or technical staff promptly. (II) Maintenance personnel shall conduct inspections on a regular basis once a day; during statutory holidays, the on-duty staff shall carry out inspections daily. Any issues discovered must be reported promptly to the workshop supervisor or technical personnel, and inspection records must be kept ; During inspections, in addition to listening, touching, observing, and smelling, various testing devices are used to check whether the equipment is operating within the specified parameters; equipment defects are carefully identified, and any issues found are addressed promptly. (III) The special care team organizes the technical personnel in the team to conduct joint inspections of the equipment on a regular daily basis, and keeps records of these inspections ; Any change to the joint inspection time must obtain the approval of the professional engineers from the Maintenance Department and be reported to the Special Care Committee. (IV) The responsible leader of the using and maintenance unit shall conduct a weekly inspection of the equipment, be responsible for checking the unit’s joint inspection records, and provide comments thereon. (5) The professional engineers from the Maintenance Department conduct weekly inspections of the equipment, carry out monitoring and analysis of its condition, check the results of joint inspections, and provide their opinions. On a monthly basis, they conduct a comprehensive analysis of the specially monitored units and prepare analysis reports ; In the event of any abnormalities, conduct thorough tracking, monitoring, and analysis, prepare a written report on the equipment’s condition, and report it promptly to higher-level management.
