Clause 6.1.2 of the new oil storage tank regulations stipulates that for storing Class A B liquids with a boiling point below 45 degrees Celsius or a saturated vapor pressure greater than 88 KPa, pressure tanks, low-pressure tanks, or low-temperature atmospheric-pressure tanks shall be used. When pressure or low-pressure tanks are employed, measures must be taken to prevent air from entering the tanks, and the gases discharged from these tanks must be captured and treated in a sealed manner. 6.1.3 stipulates that for the storage of Class A A B and Class A B A liquid chemical products as well as light naphtha with a boiling point of not less than 45 degrees or a saturated vapor pressure of not more than 88 KPa, external floating roof tanks or internal floating roof tanks should be used. So here’s the question: For example, the low-pressure storage tanks currently in use at my facility (with a design pressure of 10 Kpa) need to be replaced with products that meet the requirements of clause 6.1.3. Can I choose to follow clause 6.1.2 instead? The materials specified in clause 6.1.2 are those with higher levels of hazard; isn’t it acceptable for me to opt not to use an internal floating roof, but instead to employ nitrogen sealing along with measures for the sealed recovery of gases?
For Class A and B liquids (those with a saturated vapor pressure at 37.8 degrees Celsius not exceeding 88 KPa), a nitrogen seal combined with gas recovery can be used in the absence of an internal floating roof; however, this approach results in significant waste of nitrogen. In fact, the low-pressure tank is of the fixed-roof type, and it can be modified to an internal floating roof.
