How to check if the power supply is grounded

Regarding working ground, I have two questions: 1. When we talk about the working ground of the power supply, do we mean the 24VDC power supply, or does it include 220VAC as well? 2. For a control cabinet that is already powered on and in operation, how can one check whether it is properly grounded?
