Fees for vocational skill assessment examinations. The vocational skill assessment (guidance) centers affiliated with local human resources and social security departments, as well as other vocational skill assessment institutions established with the approval of such departments, charge examination fees from those who register for the assessments when organizing these tests. The Vocational Skill Appraisal Centers under the Ministry of Human Resources and Social Security charge fees to local vocational skill appraisal institutions for examination administration. 　　The vocational skill assessment examination items are carried out in accordance with the Labor Law, the Occupational Classification Dictionary, and relevant regulations issued by the Ministry of Human Resources and Social Security. 　　II. Fees for professional and technical personnel’s vocational qualification examinations. When organizing and conducting professional qualification exams for relevant technical personnel, the Ministry of Human Resources and Social Security has its affiliated personnel examination centers collect examination fees from local examination authorities, who in turn charge the candidates who register for the exams. 　　The professional and technical personnel vocational qualification examination programs organized and implemented by the Ministry of Human Resources and Social Security are listed in the attachment. 　　III. The specific fee rates for the aforementioned charging items shall be established separately by the **Development and Reform Commission and the Ministry of Finance. 　　IV. Charging entities shall use invoices uniformly printed by the Ministry of Finance or provincial financial departments, depending on their hierarchical affiliation. 　　V. The revenue generated by the Vocational Skill Appraisal Centers and Personnel Examination Centers under the Ministry of Human Resources and Social Security shall be fully deposited into the central treasury and incorporated into the central government’s financial budget. The specific methods for collecting such revenue shall be in accordance with the relevant regulations on centralized treasury collection. The revenue generated by local vocational skill assessment institutions and examination bodies is fully deposited into the local treasury and incorporated into the local financial budget; the specific procedures for depositing such funds are in accordance with the relevant regulations set forth by the provincial financial authorities. The funds required by the charging entity for carrying out relevant work are allocated in an overall manner by the finance department at the same level. 　　VI. The charging entities shall strictly comply with the aforementioned regulations; they are not allowed to add additional charging items or expand the scope of charges, and must voluntarily submit to supervision and inspection by the financial, pricing, and audit authorities. Any acts of over-collecting fees, reducing or exempting such fees, or deferring their collection in violation of regulations shall be dealt with in accordance with laws and regulations such as the Budget Law and the Regulations on Penalties and Sanctions for Financial Violations. 　　VII. This notice shall come into effect as of the date of its issuance.
