I am in Weifang, Shandong Province. I have been working at the postgraduate level for three years now, but my social security contribution record does not show three years of coverage, as my employment records were not transferred to the local company when I first started working, and therefore social security contributions were not made during that time; contributions have only been made for a little over a year now. The company does not have the necessary design qualifications; is it still possible to pass the review and obtain the certificate? . . . . . There are some theoretical difficulties. The qualification requirements for the exams held in Jiangsu Province in 2014 are as follows; the strictness of these requirements may vary slightly from province to province. Applicants taking the exam for the first time must submit the following documents when going through the qualification process: 1. An application form for the 2014 exam, printed online and stamped with the official seal of their employer； (Note: Please use a laser printer for online, black-and-white printing; do not change the size of the barcode. ) 2. Relevant academic certificates and degree certificates along with their copies ； 3. My resident ID card (or officer’s ID card) and a copy thereof ； 4. 1 recent 2-inch ID photo of the applicant (same background as the electronic photo uploaded during online registration, to be attached in the lower right corner of the application form) ； 5. Proof of years of experience in professional design work and compliance with professional ethics (to be filled in the “Unit’s Review Comments” section of the application form and stamped with the unit’s official seal) ； 6. Candidates taking the professional examination must also provide proof of meeting the basic requirements; those who did not have such proof prior to 2007 will have their basic qualification status verified by the staff responsible for on-site qualification checks. 7. When checking social insurance records, no matter how many years you have contributed, the approval process will not be successful if the employer does not meet the required qualifications
Theoretically, it is not possible to register (due to pre-exam checks) nor to obtain a certificate (due to post-exam checks). This certificate is originally designed for those working in design. As for some other methods, there is variation among different provinces.

I think a company without the necessary qualifications can still obtain a certificate; how can the person issuing the certificate check whether the company meets those qualifications? It’s not necessary to register the company for that purpose. The main issue lies in your social security record – if it hasn’t been three years yet, there might be problems obtaining the certificate. I’m not sure whether providing an employment contract from the company will work
