Seeking advice on static grounding issues for storage tanks

I’d like to ask everyone. Do the compressed air storage tank, the circulating water storage tank, and the 32% sodium hydroxide storage tank each require static grounding? Thank you
Compressed air storage tanks are required; circulating water storage tanks are not needed. The sodium hydroxide storage tank, which contains 32% hydrogen, requires static grounding
Items that are not flammable or explosive probably don’t need to be grounded
If the equipment is located outdoors, lightning protection grounding is required; in this case, separate static grounding is not necessary. If this is not the case, in accordance with the requirements of SH3097 Standard for Design of Static Electricity Grounding in Petrochemical Industries, Section 3 General Provisions, 3.1 Scope of Static Electricity Grounding: 3.1.1 In processes such as production, processing, storage, and transportation, where equipment, pipelines, operating tools, and human bodies may generate and accumulate static electricity, thereby posing static electricity hazards, measures for static electricity grounding should be taken. Although theoretically, the conductivity of materials makes it difficult for static electricity to accumulate within a certain range, it is hard to determine this in practice. So all tanks, regardless of the material inside, are grounded.
