The elderly man with the surname Li lives in Dongfu Village, Guoli Town, Huantai County, Zibo City, Shandong Province, about 400 meters away from the explosion site of Shandong Runxing Technology and Chemical Co., Ltd. At 20:56 on the 22nd, an explosion occurred in a separator at Runxing Chemical. According to a message on Zibo’s official Weibo account, as of 1:50 on the 23rd, the open flames had been extinguished. The Public Information Office of Huantai County reported that the accident resulted in 1 death and 9 injuries; the deceased was found while cleaning the scene and was a factory worker. The other injured persons have all been taken to hospitals in Zibo City or Huantai County for treatment. At present, the specific cause of the accident is still under investigation. Yet for the local villagers, this explosion still left them in shock. One kilometer away from the explosion site, the local police closed off the roads, stating that rescue operations were still in progress and that it was not convenient for ordinary vehicles to enter. However, the police were friendly toward the journalists. The **News Office of Huantai County stated that after the accident, environmental protection agencies at both the Zibo city and Huantai county levels dispatched several environmental monitoring vehicles to conduct tests on the environment surrounding the accident site; no characteristic pollutants were detected so far. According to the official website of Runxing Chemical, the company is a high-tech fine chemical enterprise that integrates research and development, production, and sales. Its independently developed adiponitrile (ADN) products have obtained **multiple patents, filling a gap in the domestic market and reaching **advanced levels. Adiponitrile is a colorless oily liquid with a slight odor; it serves as an intermediate in the production of nylon. It is flammable when exposed to open flames or high temperatures, and can react with strong oxidizing agents. When heated, it decomposes to release toxic nitrogen oxide fumes. In mid-May this year, the handover ceremony for the 100,000-ton adiponitrile project of Runxing Chemical was held as scheduled, marking the basic completion of the construction phase for this project, which is considered a strategic emerging industry in Shandong Province, as well as a key construction project in that province and in Zibo City. The project has now entered a critical stage of systematic debugging, production preparation, and trial operations, taking a solid step toward its goal of going into operation. Local villagers told our newspaper that this chemical plant has not yet started operating officially and is likely still in the trial production phase. According to the official website of the Shandong Provincial Department of Environmental Protection, Runxing Chemical was summoned by the department this year for failing to carry out environmental protection-related relocation efforts in the villages. Following the explosion at Tianjin Port (10.01, -1.11, -9.98%), comprehensive safety inspections were carried out across the country, and Zibo was no exception. The day after the explosion in Tianjin, on August 13, Huantai County held a symposium for the key responsible persons of hazardous enterprises on work safety. Zibo City has launched a comprehensive safety inspection of all enterprises involved in the **production, storage, use, and trading of chemicals** within its jurisdiction, as well as the markets where such chemicals are traded. The goal is to achieve \"zero leaks, zero fires, zero explosions, and zero deaths\"; by thoroughly identifying and eliminating potential safety hazards and weak points, it is possible to effectively prevent and curb the occurrence of various production safety accidents. Experts are not gods; supervision and inspection alone cannot prevent safety accidents. It is still necessary to strengthen accountability, increase penalties, identify the causes, shut down those that need to be shut down, and take action wherever necessary – investigating things to the bottom
