China Qinghua Energy Group and the Xinjiang Branch of the **Development Bank signed a memorandum of cooperation on financing for a project aimed at the clean and comprehensive utilization of coal in Kazakhstan. This project was invested in and built in Karaganda Region, Kazakhstan, by China Qinghua in partnership with Kazakhstan’s oil processing and sales company, as well as two local coal mining companies. The project cooperation agreement was signed in Kazakhstan in September 2013 and December 2014, respectively, in the presence of the heads of state of China and Kazakhstan as well as the leaders of the two countries. The project mainly involves using coal to produce gasoline or diesel as well as other chemical products, with an estimated investment of three billion dollars.

These projects should be implemented through the Belt and Road Initiative, with the support of banks and **attention, among other things. It will definitely be completed successfully.
