Personally, I think the following points need to be discussed: 1. What is the balance in terms of material flow? What are the required amounts of energy, media, and raw materials, and do the existing site conditions meet these requirements? 2. Regarding financial calculations: what are the costs associated with raw materials and energy consumption, and what is the total cost? How are the patent fees for the process package calculated? What technical details can the design team disclose – they might withhold certain information due to intellectual property concerns, which could cause problems later on. 3. Has the foreign company’s process package taken into account China’s various standards, regulations, and local conditions? 4. Are there any successful applications of this process package in China? Your engineers should go and observe the situation at the client’s site to identify any issues with the process package, so that lessons can be learned if a project is to be undertaken.
Why use a foreign design firm? There are plenty of domestic ones, many of them led by Chinese companies; communication is also easier and simpler. It must be because of the large amount of money involved
One more thing. The depth of the process package is related to whether there are sufficient input conditions for the basic design and detailed design, ensuring that subsequent design work can proceed smoothly.
