Background: Luozhuang in Linyi, as a key industrial park planned by Linyi city, has always been a hub for heavily polluting enterprises. After the reform and opening up, Luozhuang first launched a large-scale ceramic tile industry. Around 2002, driven by the nationwide steel boom, Linyi introduced and launched many more steel projects. Subsequently, steel, coking, and floor tiles became the three major heavily polluting industries in Luozhuang District, as well as in Linyi City. The strictest Environmental Protection Law in history, which came into effect on January 1 this year. At the beginning of the year, the East China Inspection Center of the Ministry of Environmental Protection conducted an unannounced inspection in Linyi, Shandong, and found that many enterprises there were discharging pollutants illegally or in insufficient quantities. After the issue was exposed, the mayor of Linyi was also summoned by the Ministry of Environmental Protection. Half a month after the mayor was summoned for a discussion, Linyi city took immediate action to order 57 major polluters in the city that were responsible for air pollution to suspend operations for rectification. It also set deadlines for 412 other enterprises to carry out environmental improvements, and monitored the progress of ecological restoration efforts as well as the enforcement of bans on burning straw. Through a series of comprehensive improvement measures, a significant improvement in air quality has been achieved. From January to May this year, the concentration levels of the four pollutants—PM2.5, PM10, sulfur dioxide, and nitrogen dioxide—decreased by 24.3%, 17.3%, 36.1%, and 14.8% respectively on a year-on-year basis.

The plywood factories in Linyi are too large; it’s difficult for ships to turn around there, which will have a significant impact on the local GDP and also affect the lives of ordinary people. So, one can imagine how challenging this situation is!
I went to Linyi during the May Day holiday, and I didn’t expect the fog to be so severe – it was foggy every day. I remember that 10 years ago the river water was clear and the sky was blue； There is a large river in Fei County (I can’t remember its name); it was several dozen meters wide back then, with depths of over 4 meters at its deepest points. This year, however, it has dried up.
I used to know only that Luozhuang in Linyi was a model for achieving prosperity, but I had no idea the cost of such development would be so high. This is actually a somewhat common issue; such famous towns and villages all suffer from environmental pollution. Huaxi Village is quite typical, right? The pollution there is also severe.

**When considering the industrial structure, careful thought must be given to the matter; not only economic benefits should be taken into account, but environmental protection as well. Otherwise, negative consequences will inevitably arise, and someone will have to bear the costs
