Prevention of thermal expansion in gear pumps

The pipeline is equipped with heat tracing, and the gear pump is used as the conveying device. Is the flow of fluid continued when the gear pump stops, or does it stop? Could thermal expansion occur between the gear pump and the valves upstream or downstream of it? Thank you
It is clear from the pictures what medium the gear pump transports and whether there is one pump in use and one as a backup.
