Are there any clear regulations in the design of chemical process pipelines regarding the requirement to install a blind flange behind the valve? What regulations require it?

This is definitely something that appears in more than one standard, but it is generally not mandatory; terms such as “preferable” or “allowed” are used instead. There are also uses of the word “should”; for example, it is stated that “for vent and drain pipes on high-pressure, JVDU pipelines, double valves should be installed. When a single valve is used, a blind flange or flange cover should be added.” One standard that addresses this is SH 3012-2011, the Code for Design of Metal Piping in Petrochemical Industries, which contains a dedicated section titled “8.1 Layout of Vent and Drain Pipes,” where the relevant requirements are outlined in a comprehensive and detailed manner.
I’ve learned that… for exhaust drains used for pressure testing, it’s better to remove them after the testing is completed. Having an extra valve isn’t helpful in identifying potential leaks
