Screw compressor inlet buffer tank

I would like to recycle the exhaust gas from the PSA units; the flow rate is approximately 5000 nm3/h for those units and around 3000 nm3/h for the chillers. I need to design a buffer tank, with a pressure not exceeding 0.1 MPa. The exhaust pressure of the compressors is 0.3 MPa. What size should this buffer tank be?
1. Determine it based on the previous flow fluctuations； 2. Determine it based on the corresponding time under abnormal operating conditions ；
