Expert panel requires documents

A few days ago, the fire department came to our company to conduct an inspection, bringing with them experts from other companies as well. When they took away the inspection records, they found an item stating that there was no document from an expert team for dealing with process-related disasters. I couldn’t find any information regarding this requirement online; so I wonder where this rule comes from How should the content of the file be written? Please give me some advice! Thank you!
I really haven’t heard of this or seen it in the workshop. Is it only available in factory-level departments?
No expert group document on the handling of process disaster accidents? Is it a HAZOP analysis?
