Heat exchanger core extraction issue

Previously, when looking at equipment layout diagrams, the core-pulling area was not indicated. After saying it several times, all new projects, regardless of their type, were given a core-pulling area; however, this was done in a rather casual manner, and in some cases the core-pulling area extended all the way to the main road. Asked about the type of heat exchanger; I don’t know. Checked the equipment list, but no model number was indicated.
People in the piping field lack a sense of responsibility and are not careful when creating drawings; anyone who works with such designers is doomed! ! !
This area for removing the core from the heat exchanger is necessary; we used to call it the “maintenance space”.
The problem is that they don’t realize the severity of the issue; during the discussion, someone even asked whether this falls within our scope of work The master hasn’t paid before. It’s really frustrating.

I currently have a typical case on hand: a heater with U-tubes, where the tube bundle is directly against the wall. The labeling in this situation is really awkward :L
