During the manufacturing process, I encountered foreign materials such as 304, 304L, 316, and 316L, which are used as substitutes for domestic materials like 06Cr19Ni10, 022Cr19Ni10, 06Cr17Ni12Mo2, and 022Cr17Ni12Mo2. Regarding paragraphs (2) and (4) of section 2.9.1 in the fixed regulatory standard TSG R0004-2009, I would like to know whether the chemical composition and mechanical properties of these foreign materials should be tested in accordance with the standards specified for those foreign materials, or whether they should be tested according to the standards of the domestic equivalents and meet those requirements. My understanding is that the grade according to foreign standards should comply with the corresponding foreign standards, but retesting is required; the chemical composition and mechanical properties obtained from this retesting should be no lower than those of the corresponding grade under domestic standards.
For material grades not listed in the tolerance specifications, Clause 1.9 must still be followed.
I have also considered this matter carefully, consulted with the manufacturing and design teams, and agree that the view expressed on the 6th floor is quite reasonable. Since the mechanical properties of materials are determined based on domestic standards during the design phase, when foreign materials are used as substitutes, those substitute materials must be retested to ensure that their chemical composition and mechanical properties meet or exceed the requirements set by domestic standards. In other words, foreign materials need to be retested in accordance with the standards applicable to domestic materials. The grades of foreign materials purchased shall meet the requirements of foreign standards upon procurement.
Currently, stainless steel grades are designated by the numerical codes specified in GB/T20878. Since steel plates with new grades are not available on the market, materials based on foreign standards must meet the chemical composition and performance requirements of the new domestic standards. Whether retesting of the materials is necessary depends on the regulations set by the local authorities responsible for supervising special equipment.
