For the evaluation of intermediate professional titles in the electrical field, is it the responsibility of the Ministry of Construction or that of the Personnel Department?
Isn’t the evaluation of professional titles carried out by the evaluation committees of the human resources departments in various cities, which assemble experts from relevant industries to conduct the assessment?
Appraising professional titles should be the responsibility of the human resources department
Intermediate professional titles are all assessed by local municipal personnel departments or state-owned enterprises and institutions of equivalent rank.
Now, evaluations are handled by the professional title office. In my opinion, this process doesn’t involve much technical expertise, but China still has to use it; it can be obtained by spending some money, of course with the exception of senior and professorial levels!
Certificates are abundant; basically, they are given out as soon as one signs up for training. The intermediate skill level is awarded by industry associations and represents an entry-level tier; above it are the advanced skill level, technician level, and senior technician level. A professional qualification certificate is a certification issued by the Ministry of Labor; if one has the time and ability, it’s worth obtaining, as it can be helpful when looking for a job
