Petroleum refining units generally have underground tanks for storing liquid during shutdowns, and these tanks are pressure vessels. Let’s discuss whether safety valves should be installed I recently discussed this with the relevant design institute, and they suggested not including it, on the grounds that it hasn’t been included before. Shouldn’t codes and standards be the basis for design institutes, and not history? How is this possible!
Design institutes are also made of people; their suggestions can be taken into consideration. If there is sufficient funding, it’s sufficient to install a safety valve, as that provides an additional layer of protection, even if the valve never triggers.
I disagree with the opinion above. The key is to have a basis for making such decisions; reasons must be provided for whether a safety valve is necessary or not, and it’s not necessary to add extra elements just to be thorough: 5.0.2 Safety valves must be installed on containers in any of the following situations: 5.0.2.1 Independent pressure systems (separated from other systems by isolation valves). This system refers to all-gas phase, all-liquid phase, or gas-connected ； 5.0.2.2 Cases where there is no safety valve at the source of pressurized material for the container ； 5.0.2.3 Containers and pipelines with a design pressure lower than the pressure at the source of pressure ； 5.0.2.4 Outlet pipes for positive displacement pumps and compressors ； 5.0.2.5 Containers subjected to overpressure due to the accumulation of non-condensable gases ； 5.0.2.6 If a shut-off valve or control valve is installed on the outlet pipeline of the heating furnace, a safety valve shall be installed upstream of such valve ； 5.0.2.7 Overpressure areas caused by process accidents, automatic control failures, power supply problems, fire incidents, and utility system failures ； 5.0.2.8 Areas where liquids experience thermal expansion due to the closure of valves at both ends ； 5.0.2.9 Steam outlet pipe of the condensing turbine ； 5.0.2.10 In some cases, due to leakage in the pump outlet check valve, a safety valve is installed on the pump’s inlet pipeline ； 5.0.2.11 Other locations where safety valves should be installed.
This specification only provides a qualitative description and no quantitative criteria; for example, at the source of pressure, what exact level of pressure constitutes it as a pressure source? Design institutes operate in accordance with standards, but much of what they do is based on engineering experience; standards themselves are derived from experience before being formalized into standards. As long as it’s not a mandatory requirement, it’s up to the design institutes to decide how to proceed, and they are responsible if anything goes wrong. Moreover, many standards arise from accidents – it is through dealing with such accidents that experience is incorporated into standards. So unless you think it’s necessary and there is a regulatory basis for it, it’s just your opinion; I believe there isn’t much basis for trying to persuade the designers. Of course, you are the owner; if you’re assertive enough, you can definitely ask them to add it
It needs to be added. Provisions regarding the installation of safety valves are outlined in both the pressure vessel regulations, the petrochemical regulations, and HG20570. There are clear guidelines for this. It’s not the experience mentioned on the 4th floor.

Since it is a pressure vessel, a safety valve should be installed to protect it from overpressure.
