Is there a requirement for hardening the ground around fire hydrants?

Where does the following text come from? Can someone provide this specification? The area within 2000 mm around the fire hydrant must be hardened. At the water discharge outlet, there should be a gravel drainage layer with gravel particles ranging in size from 20 to 30 mm; the laying radius should be no less than 500 mm, and the laying depth should be 200 mm below the ground surface. For fire hydrants located more than 2000 mm away from the road edge, a hardened pathway 1000 mm wide should be provided.
I’ve never seen it or heard of it. However, it would be good to enclose the fire hydrants in the green area with bricks or concrete, and to create a small path around them as well; this would facilitate operation and maintenance.
Around some of the fire hydrants in our facility, there is no hardened surface either.....

I haven’t seen any relevant specifications; the ground around the fire hydrants here is filled with gravel and sand, or crushed stones and sand
I just found this: 4) When the drainage outlet is located outside the well chamber, a gravel infiltration layer should be installed at the outlet; the gravel particles should have a size of 20–30 mm, the laying radius should be ≮500 mm, and the laying depth should range from 200 mm above the drainage outlet to the bottom of the trench. Regarding road layout, it is stipulated that outdoor fire hydrants should not be more than 2 meters away from the roadside, and should be at least 5 meters away from the exterior walls of buildings.
In the factory, there are concrete enclosures located next to the roadside grassy areas or beside the factory entrances; they are covered with iron sheets and painted red.
