Questions about conduit lighting

For a project I’m working on, the existing utility tunnel intersects with several roads (without street lighting), and the users have requested that lighting be installed in the tunnel. Since there is no official electricity at the site, it is considered to use 30W or 50W solar-powered LED lights, one set every 30 meters, to be installed on the steel structural framework on the second floor of the pipe gallery. I have a question. Should this be designed by the municipal lighting department? What qualifications are required for construction work? I wonder if other sailors have had similar experiences; I hope they can offer more help!

What utility tunnel? It’s not dangerous; just add it yourself. What needs to be explosion-proof should be explosion-proof. . . . .
