The issue of whether to impose a property tax has been under discussion for a long time; there are various opinions as to whether such a tax should be applied to existing properties, and no consensus has been reached. I had originally agreed blindly, but recently I suddenly wondered: how should it be collected? Some are housing units resulting from housing reform, for which little money was spent by the owners; others are priced at market rates, and a large portion of the cost has already been paid in land sale proceeds. I support heavy taxes on second homes.
No tax should be imposed on basic housing, while taxes should be levied on second homes and those with more units, and progressive tax rates should be applied.

How is the incremental interest rate expressed? Could you explain it? Is it additive or progressive?

Disagree. **The goal is to regulate housing prices by imposing a property tax, but generally taxes increase the cost of goods, which in turn drives up prices; therefore, it is difficult to bring down housing prices. I heard before that a consumption tax on luxury residential properties was going to be introduced; I’m not sure what the situation is now.
