System expansion for domestic VIA chips

There is a chemical processing workshop that is undergoing automation upgrades. It was originally equipped with domestic VIA systems, and now I need to add many more control points. The agent for the original system will not cooperate; can I use other domestic systems instead? What should be done if communication is poor?
