Complaining about intermediate professional titles

Speaking of intermediate professional titles, I met the requirements to apply last year. However, Shanghai has introduced a requirement for a residence permit. Great Shanghai, great Shanghai! If I don’t obtain a residence permit, I won’t even be eligible to apply for an intermediate professional title. If I get a residence permit, I’ll have to pay at least an extra 800 per month on rent. Another one has been introduced: continuing education. I thought it was a good thing, after all, it’s about receiving more education. It’s clear that education has improved things now; last year, it cost 50 dollars per credit. Over a period of 5 years, with 6 credits per year, the total cost was only 1500 dollars. This year, the price of TM has gone up; the lowest price is 75. What about buying groceries at the market? **That’s how one makes money at this level. There are also fees for computer tests, English tests, and certificate issuance. With so many costs like this, how much more will I have to spend if I follow the normal route to get an intermediate level? Making money, or **making good money!
Then calculate the income you’ll earn after getting the certificate; if it’s worthwhile, go ahead with it. If not, what’s the use of having the certificate?
