The flow rate is determined by the characteristics of the pump; whether variable-frequency flow or a fluctuating flow pattern is used, the head remains unchanged.

The head will definitely not change; frequency conversion control is used for metering pumps. I was already using it for boiler dosing control back 10 years ago when I was at a power plant, and its effectiveness is definitely better than that of using no frequency conversion control.
