How to prevent the water layer on top from freezing in winter with carbon disulfide

Hello everyone, we want to store carbon disulfide in storage tanks, but we are concerned that during winter (with ambient temperatures around -10 degrees), the water layer on top of the carbon disulfide will freeze. Those who have experience with this application would be appreciated to share their insights.
You should ask the carbon disulfide manufacturers about this; there are many production facilities in the north. I used to be in the south where temperatures never drop below zero; I’m sorry about that.
We have encountered this problem as well; the low-temperature water designed by the design institute at 7 degrees Celsius can easily cause freezing in the water seal used in the upper layer. The design institute responded that the tank should be emptied from time to time to ensure its fluidity
