I would like to ask whether the conversion furnaces used in current hydrogen production plants in China are considered special equipment
It should belong to that category; it can be considered a reactor

The furnace chamber of a converter is under negative pressure; so how can it be considered a pressure vessel? However, the converter tubes are classified as pressure pipelines.
Hydrogen production converters are considered special equipment, and they fall under the definition of such equipment as well.
