Software for contractor management – has anyone used it? I recommend a useful one.

Dear fellow sailors, I’ve been looking for a software to create a database of contractors. Those among you who have experience using such software could please recommend one that allows me to record contractors’ qualifications, scope of services, employee records, and records of rewards and punishments!
Just use an Excel spreadsheet; to learn how to create one, you can read the book \"You Should Have Been Using Excel Like This\" – it’s available for download online.
Once, I attended a project management training session and saw the software used by that engineering company; since they were long-term contractors, even the employees’ information was entered into the system, so I decided to learn how to do the same!
