The pipelines within the facility are the responsibility of that facility itself; those that extend beyond the facility’s boundaries to another plant (or tank farm) are referred to as external pipelines (or plant system pipelines). These pipelines are usually managed by a dispatch center that coordinates two or several related units.
The management of public utility ducts is generally handled by the utility departments, which already have numerous pipelines in these ducts; routine inspections as well as maintenance and repairs are carried out by the engineering department
The process pipelines within the unit are under the responsibility of the workshop where it is located, while the pipelines outside the unit are managed by the dispatching workshop; the boundary of the unit serves as the dividing line.

Process pipelines are managed in different zones according to the PID, with valves at the tank opening and the bottom of the tank serving as boundaries. For utilities such as water, electricity, and steam, the external piping is the responsibility of the power department. Once it reaches the distribution station or steam drum in the department using it, that department is responsible for it.

The pipes inside the device are certainly the responsibility of the device itself, extending up to the junction between the device and the external pipe. Whether it’s going from the device to the pipe rack, it should still be the responsibility of the pipe rack or the relevant public authorities. The pipe racks are too chaotic, as they are used by various devices; there needs to be a unified planning and management system. Otherwise, if any department wants to add something to them, things will end up in chaos.
Our facility is small, and all pipelines are managed by two separate units according to their functional categories.
The general process pipeline systems have their own pipes; taking the flange at the entrance to the system as a boundary, the management of common pipe corridors is carried out in accordance with the division of responsibilities among the relevant management departments
