How to deal with blockage on the low-pressure side of the standard nozzle used for measuring steam?

A new standard nozzle has been installed to measure the steam flow (pressure: 0.5 MPa, pipe diameter: 150 mm). Upon operation, it was found that the steam flow at the base of the pipeline on the low-pressure side was very low (almost as low as the flow rate when steam is expelled). On the high-pressure side, the valve at the base could be opened properly, allowing steam to be ejected up to a distance of 1 meter. Help is needed to resolve this issue; the throttling element has already been welded to the pipeline.
Is it true that one can only use compressed air, or a pressure pump to apply reverse pressure in order to clear it?
