Is a special grounding clip required on the vehicle for static electricity grounding during loading and unloading?

As the title suggests: Does static grounding for loading and unloading vehicles require special grounding clamps on the vehicle? I’ve seen some cars where the static grounding clip at the loading/unloading station is simply attached to any metal part on the car, just fixed there casually. Is this okay? Are there also special grounding clamps on cars?
Regular ones should have dedicated contacts. If not, when connecting it to the car, make sure it is not insulated. There is paint that needs to be scraped off.
It is necessary, as it is explicitly required by the regulations

On proper automobile fuel tankers, there are dedicated grounding copper plates at both ends of the tank.
Generally, there is a dedicated static grounding wire inside the tank truck interface.
