Using a mobile phone in violation of rules when caught by factory management results in a fine of 1,000 yuan each time. Additionally, to address the issue of leaders needing to be available to answer calls at any time around the clock, explosion-proof mobile phones were provided to the main leaders of departments closely related to production in the workshops (not to their deputies). ——But in reality, it is truly difficult to manage. There have been cases of explosions following liquefied gas leaks; in winter, the first point of explosion is likely to be the personnel who go to the scene to handle the situation. It is said that the mobile phones they carry become unusable, and it is suspected that either static electricity was present on their bodies or the mobile phones received calls. Because the personnel were burned, and the leakage of liquefied gas was clearly due to another person’s mistake (they opened the vent on the liquefied gas pipeline the previous afternoon in order to remove water; since there was no flow due to freezing, they thought there was nothing left in the pipeline and didn’t close it again; it was only melted at noon the next day). It was also done to comfort the injured persons (by going to the site to close the valve). No further detailed investigation was conducted to hold the injured party accountable.

Mobile phone management here is very strict; it is not allowed to bring phones into the facility. Workers must place their phones in designated locations while at work. If the headquarters inspection team finds that a phone is not in its designated place, a fine of 300 yuan is imposed, and those caught using their phones in the operation room are immediately suspended from work.

We’ve never encountered such a situation; in our hydrogen production facility, it’s not allowed to bring mobile phones on site.
