What are the policies and measures in my country to control acid rain?
Industrialized countries in Europe and the United States reduce SO2 and NOx emissions in order to control acid rain, doing so on the basis of ensuring that pollution emissions meet regulatory standards and that air quality is satisfactory. In China, efforts to control SO2 emissions are still in their initial stages; emissions from various pollution sources generally do not meet the required standards, and the SO2 concentration in the air in more than half of China’s cities exceeds permissible levels. The control of NOx emissions has not yet been given priority, which is why many regions in China face serious problems related to acid rain. To address the issues of acid rain and SO2 pollution, China began monitoring acid rain in the late 1970s. In the mid-1980s, research was carried out on acid rain in representative regions, and in the early 1990s, national studies on acid deposition were initiated, along with efforts to develop technologies and equipment for desulfurizing flue gas from coal combustion. In 1995, the revised Law of the People’s Republic of China on the Prevention and Control of Air Pollution was adopted. In accordance with the requirements of this law, acid rain control areas and SO2 control areas were designated in China, namely the \"two control areas\". “The area of the two control zones is 1.09 million square kilometers, accounting for 11.4% of the country’s total area. Taking into account our country’s economic capacity and environmental protection requirements, phased targets have been set for the \"two control areas\". By the year 2000, the control objectives for these areas are as follows: ① Industrial sources that emit SO2 within the \"two control areas\" must discharge pollutants in compliance with the specified standards ; ②SO2 emissions are to be kept at 1995 levels; in the key cities within the \"two-control areas\", the SO2 concentration in the ambient air shall meet the **environmental quality standards** ; ④The area affected by acid rain pollution stopped expanding from its level in 1995. By 2010, the control objectives for the \"two controlled areas\" were as follows: ① The SO2 emissions in these areas should be reduced by 10% compared to the levels in 2000; ② The SO2 concentration in the ambient air of all cities within these areas should meet the **environmental quality standards; ③ The areas within the acid rain control zone where the pH value of precipitation is ≤4.5 should decrease significantly. To ensure the achievement of the phased control targets for the \"two controlled areas,\" in 198, the **Ministry of Environmental Protection** and the **Development Planning Commission** were established. The Ministry of Finance and the Commission of International Economic and Trade jointly issued the \"Notice on Expanding the Pilot Program for Collecting SO2 Emission Fees in Acid Rain Control Areas and SO2 Pollution Control Areas,\" which will see the scope of SO2 fee collection expanded to these \"two types of control areas\" in 1993, covering two provinces and nine cities. In 2000, the 9th Ren session passed the second revised version of the Air Pollution Prevention and Control Law; this revision significantly strengthened efforts to prevent and control air pollution. The State Council and relevant authorities issued a series of regulations, such as implementing total emission controls and a licensing system ; Designate “coal-free zones” in accordance with the law, and enforce the use of clean energy ; Shut down small thermal power units within a set time limit to improve economic and environmental benefits ; Identify key cities for air pollution control ; Shut down illegal and poorly planned coal mines, etc. The enactment and implementation of the new Air Pollution Prevention and Control Law provide a legal basis for China to control acid rain and SO2 pollution and improve environmental quality. While drawing on the experience of various countries in controlling acid rain and SO2 pollution, and taking into account China’s national conditions, the **Environmental Protection Administration has proposed the following key measures: ① Incorporate the prevention and control of acid rain and SO2 pollution into the national economic and social development plans ; ②Start from the source, adjust the energy structure, improve energy quality, increase energy efficiency, and reduce SO2 emissions from coal combustion; ③ Focus on controlling industrial SO2 emissions; ④ Accelerate the research and development of SO2 control technologies and equipment suitable for national conditions; ⑤ Strengthen environmental management and enforce environmental protection laws more rigorously.
