Ammonia compressor level issues

There is an ammonia compressor that, after recent maintenance by a fitter, will start up, but the load level cannot be increased beyond 70%; it’s possible to adjust the load within the 0-70% range. Under normal operating conditions, the load level is 100% and the motor current is around 122A. Currently, the load level is 70% with a motor current of 112A. What is the reason why the load level cannot be increased?
Whether it is a centrifuge or a reciprocating machine, it would be helpful to include a process flow diagram, as this will facilitate analysis and judgment by everyone.
