Was the Shandong Hangyang plant designed by Air Liquide?

I learned about that 60,000-unit facility owned by Shandong Hangyang Gas Company, and I have a small question: since it’s a company belonging to the Hangyang Gas Group, why was Air Liquide needed to handle the design? Whose device?
First, it could be the equipment manufactured by the two joint venture companies; second, Hangyang Gas acquiring assets from others~~
Moderator, please delete the post! I made a mistake. I saw an article mentioning a 60,000-unit facility owned by Shandong Hangyang; I thought it was the new 62,500-unit project built by Hangyang. After thinking it over carefully, I realized that it was actually a facility that Shandong Hangyang acquired from the former Yankuang Guotai, and those were Air Liquide’s equipment!
It’s completely normal; there is a difference between gas companies and engineering companies
If it’s really true that Hangyang Gas Company used Air Liquide’s equipment for its new plant, isn’t that laughable? It’s still 60,000!
