What is this process or procedure? No, add an air supply valve to the steam.

For simple cases, just replace the control valve that is in the closed state; for more complex situations, install a UPS

The motorized pump will stop operating when the power is cut off. You should set up a interlock between the signals of the important pumps and the air inlet valves; the air inlet valves should open when air is supplied, and they will close automatically when the power is lost.
