It refers to venting the leaked gas through a flare, and there is a back pressure involved
The pressure on the back side of the primary seal: for example, if the pressure in the pump’s sealing chamber is 10 kilograms, then in the case of a single-face seal, the seal will experience a pressure of 10 kilograms. In the case of a double-seal arrangement, where the pressure applied to the secondary seal is 3 kilograms, the back pressure on the primary seal will be 3 kilograms, meaning the primary seal will only have to withstand a pressure of 7 kilograms.
