Is it necessary to add a neutralization tank before ethylene oxide enters the reaction vessel?

Dear colleagues, ethylene oxide is used as a raw material to produce surfactants. Ethylene oxide is continuously fed into the reaction vessel through a valve assembly and a mass flow meter for regulation. However, some have suggested adding a neutralization tank before it enters the vessel in order to moderate the feed rate of EO. I would appreciate it if you could provide assistance, preferably by sharing relevant standards and specifications. I did some research online and found that in recent years there have been several EO safety incidents resulting from the installation of neutralization tanks or metering tanks.
There is nothing that must be added. We didn’t add a neutralization tank. The flow meters and valve assemblies used are also very effective for regulation.
