The centralized supply of industrial steam is one of the infrastructure facilities in development zones, and the investment in pipeline construction is also part of the costs associated with such infrastructure. Should a fee be charged for this service? The target for taxation are industrial steam users; what is the tax rate?
It seems to be a niche post, or from a purely technical perspective, something that people generally don’t come into contact with in their work. But can a fee be charged for opening, and if so, how much? It has a significant impact on the project’s rate of return.
