Why aren’t spring-loaded safety valves used for steam pipeline safety valves?

Looking at a unit for temperature and pressure reduction, a pilot-operated safety valve is used – why not a spring-loaded one?
For high pressure, a pilot-type design is used to prevent steam leakage. For low pressure, spring-type ones are cheaper
Is the spring-based takeoff mechanism subject to high rebound pressure?

Pilot-operated safety valves may offer higher precision compared to ordinary spring-loaded safety valves. But it doesn’t seem like there’s a requirement to use that in production. Related to the mindset and *habits of the design institute
