The Ministry of Industry and Information Technology has issued a series of documents stipulating that companies in high-risk sectors will receive support from special funds for their relocation. According to industry estimates, this initiative will generate a demand for mechanical equipment worth around 400 billion yuan, as well as a demand for information technology upgrades worth between 60 billion and 80 billion yuan. The \"Guiding Opinions on Promoting the Standardized Development of Chemical Industrial Parks\" formulated by the Ministry of Industry and Information Technology is about to be released, calling for the implementation of pilot projects for smart chemical industrial parks ； Pay attention to carrying out management work at the sites being vacated to prevent the risk of \"toxic land\". The rapid development of the chemical industry has generated a huge demand for hazardous materials logistics. According to statistics, China transports over 300 million tons of hazardous materials on roads each year, and a similar amount is transported via inland waterways; alone, the Yangtze River ports handle 170 million tons of such materials. Logistics is a critical link where hazardous accidents occur frequently. To this end, the Ministry of Industry and Information Technology has also formulated the \"Work Plan for Promoting the Relocation and Transformation of High-Risk Hazardous Production Enterprises in Urban Areas with High Population Densities\". It is reported that the \"Work Plan\" was sent to relevant departments at the beginning of November for public comments. The «Work Plan» preliminarily outlines the objectives, key tasks, and policy measures for the relocation and transformation of hazardous enterprises. Enterprises undergoing relocation and renovation mainly include those whose safety and environmental protection requirements regarding safety distances are not met, as well as those located in areas where the urban function has been changed from industrial production to sensitive zones such as residential and commercial areas. Officials from the Ministry of Industry and Information Technology said that relocation and renovation is a systematic project that involves numerous challenges such as funding arrangements, personnel placement, technical equipment, and land replacement; companies often lack the resources to handle these tasks. To facilitate the smooth implementation of the relocation and renovation efforts, the Ministry of Industry and Information Technology has been working with relevant departments to explore policy support measures. In response to the specific difficulties faced by enterprises, departments such as the Ministry of Industry and Information Technology and the National Development and Reform Commission have identified 1,350 projects for the relocation and renovation of hazardous facilities, with a total investment of over 600 billion yuan. To date, 3 batches totaling 238 projects have been selected from those submitted from various regions to be covered by the special construction fund, with a total investment of 275 billion yuan. According to the aforementioned documents, the Ministry of Industry and Information Technology has further relaxed the requirements regarding the timeline for project commencement; projects that started before 2015 will also be included in the scope of support, as long as their progress is no more than 70%. To facilitate the relocation of small and medium-sized enterprises, the project investment has been increased from 300 million yuan previously to over 100 million yuan. In principle, relocation and renovation projects should take place in industrial parks equipped with complete safety and environmental protection facilities.
