Safety indicators of the International Oil and Gas Producers Association The International Oil and Gas Producers Association (OGP) has 7 key safety performance indicators: 1. Mortality rate 2. Fatal accident rate 3. Injury rate 4. Total recordable accident rate 5. Work restriction + injury rate 6. Severity of injury-causing accidents 7. Severity of work restriction-causing accidents The OGP’s safety indicator system takes into account not only the safety metrics of companies but also those of their contractors. 2. International Labour Organization safety indicators: The ILO’s 7 statistical indicators for occupational injuries are as follows: 1. Number of deaths; 2. Number of injured persons; 3. Total lost workdays; 4. Injury frequency; 5. Incidence of injuries; 6. Severity of injuries; 7. Average lost workdays per accident. The workers included in the ILO’s safety indicator system are both permanent employees and temporary workers. II. International Oil Company Safety Indicator Systems 3. Shell Petroleum Company’s Safety Indicators Shell’s safety indicators mainly include the following 4 items: 1. Number of deaths 2. Injury rate per million working hours (including company employees and contractors) 3. Total recordable accident rate (including company employees and contractors) 4. Total recordable occupational disease incidence rate Shell’s injury rate per million working hours is at an advanced level in the industry these days. 4. BP’s safety indicators BP’s safety statistics include the following 5 items: 1. Number of deaths 2. Worktime loss incidents 3. Rate of worktime loss incidents 4. Recordable incidents 5. Rate of recordable injuries. In recent years, BP’s overall rate of recordable injuries per 200,000 man-hours for its employees and contractors has been around 0.5, while the industry average during the same period was around 1.2; thus, BP maintains a leading safety record in the industry. 5. ExxonMobil’s safety indicators mainly include: 1. Number of casualties; 2. Injury rate; 3. Total recordable incident rate. Since 2004, the total recordable injury rate for ExxonMobil’s employees and contractors (per 200,000 man-hours) has remained below 0.5, which is lower than the industry average as reported by the American Petroleum Institute, thus maintaining a leading safety record in the industry. III. Domestic safety indicator system 6. Several requirements regarding safety indicators in regulations and standards In 2004, the “Decision of the State Council on Further Strengthening Work Safety” called for the establishment of a control indicator system for work safety. In 2008, the State Council established assessment indicators for work safety control, which consisted of 27 indicators in four categories: overall indicators, absolute indicators, relative indicators, and indicators related to the number of major and severe accidents. Overall, indicators are divided into absolute indicators and relative indicators. In 1986, the \"Classification Standard for Work-related Injuries and Accidents of Enterprise Employees\" (GB6441-1986) was issued and implemented. This standard proposes and defines statistical indicators related to corporate accidents, namely seven indicators: lost workdays, death rate per thousand, serious injury rate per thousand, injury frequency, severity of injuries, average severity of injuries, and mortality rate based on product output. In 1986, the \"Standards for Statistics on Economic Losses from Accidents Involving Enterprise Employees\" (GB6721-1886) was issued, which defined direct and indirect economic losses, and introduced indicators such as the economic loss rate per thousand people and the economic loss rate per million yuan of output value, along with the methods for calculating them.
