What are the factors that affect the pH value of the steam generated as a by-product in converted waste boilers?

As the title suggests, what should be the pH level of the waste boiler, and what should be the pH level of the steam to stay within the specified limits? (What are your steam parameters?) Our plant is facing this issue: the pH value of the waste water is between 10.5 and 11.5, but the pH value of the steam condensate is around 8.7. What could be the reason for this?
I haven’t heard of a pH value for steam; generally, it’s the boiler water that has such a value. Did you use boiler water from another boiler, and was too much trisodium phosphate added, which caused the pH level in that boiler to rise?
What about the pH value of the steam condensate? In our useless boiler, the pH is so high; the pH of the steam condensate is only in the 8s.
The steam analysis parameters include Na+, conductivity (at 25°C), SiO2, Fe, and Cu; usually, the first three are analyzed. The reason for the low pH of the steam is easy to understand: sodium triphosphate dissolves in the boiler water, and the ions that affect the pH are present in the aqueous solution. However, the steam produced is saturated and cannot carry these ions away; therefore, the measured pH value is lower than that of the boiler water.
