For rubber-lined elbows, the enterprise standards set by rubber lining manufacturers specify that the elbow should be connected directly to a flat-welded flange. Is this in compliance with the regulations?

Flat-face flanges are also used in low-pressure environments. Also, the gaskets are soft as well and cannot withstand even a few kilograms of pressure.
I’m not sure if it will affect bolt installation.

Elbows can be directly connected to flanges, which is in compliance with the standards. Any type of flange will do; if a rubber lining is used, it provides a smooth surface, so that’s certainly possible
Generally speaking, direct connection does not affect bolt extraction. If you’re not sure, you can calculate it again.

These regulations are established for daily production in order to avoid unnecessary ambiguities; if a bolt hinders installation or removal, who is responsible for that?
