Project Fees for consulting foreign experts Standard

Dear experts, I have a question: if it’s necessary to invite foreign technical professionals to work on a project, are there any regulations or standards regarding costs** or industry practices in this regard?

Technical service personnel from outside the company are usually paid at 100 dollars (or euros) per hour. If coming to China, round-trip air tickets, accommodation and transportation costs in the country will be provided separately.
This is the practice in the industry, dating back to the 1980s and 1990s.
For the solar power units we purchased, the service fee is around $150 per hour; for other types of services, the fee would need to be determined separately, as there seems to be no reference point available
This price is a bit high. Do they have experts ranked by level? For example, senior or engineer, Heraeus gas turbine?
How is the number of hours calculated? Should it be calculated on a 24-hour basis, or on an 8-hour basis from 9 am to 5 pm? Should it still be calculated based on the actual hours worked?
How many hours are counted per day for your salary? If you happen to work only 6 hours today, would you be happy to be paid for 6 hours?
