Regulation issues in steam-replenishing condensing steam turbines

I’m a beginner; I’ve been learning about *recharge steam condensing turbines recently. Can someone tell me what determines the adjustment of the main steam valve and the make-up steam valve in a regenerative steam turbine? Is it to ensure the safe operation of the turbine, or to regulate power generation by adjusting valves? Thank you to the experts for their guidance.

There are two scenarios: In the first scenario, both the main steam valve and the make-up steam valve are located on the main steam line; depending on the conditions of the steam system, regulation is first carried out using control valves, and then consideration is given to adjusting the make-up steam valve. In the second scenario, the main steam valve and the make-up steam valve are on separate steam lines; again, depending on the conditions of the steam system, control valves are used to regulate the operation, while the make-up steam valve is adjusted as well

Is the regulation of current steam turbines focused only on their safe operation? Or is it still considering achieving the optimal matching of main steam and make-up steam parameters through adjustments, while ensuring the safe operation of the turbine, in order to increase power generation?
