Individual units may not require fences, but the entire plant area or chemical zone must be enclosed, with gates and guards in place; otherwise, it would be possible to enter dangerous areas freely.

Facilities with frequent access by motor vehicles should be enclosed by a wall, while other petrochemical facilities may not require such enclosures. The standard does not impose mandatory requirements; it is a need for internal management within the enterprise itself. See the explanation below. Petrochemical Regulation 4.2.7: Facilities with frequent access by motor vehicles, such as vehicle loading/unloading facilities, liquefied hydrocarbon filling stations, and warehouses for various types of goods, should be located at the edge of the plant area or outside it, and it is advisable to enclose them with walls to form a separate area. Facilities such as vehicle loading/unloading areas, liquefied hydrocarbon filling stations, and plant-wide warehouses experience frequent vehicle traffic; sparks may be emitted from vehicle exhaust pipes, which poses a serious safety risk when vehicles pass through production areas ； Moreover, most of the personnel accompanying the vehicle are from other units, making the situation rather complex. For the safety and fire prevention of the factory premises, the aforementioned facilities should be located at the edge of the facility, separated from it by a wall, and equipped with separate entrances and exits leading directly to the outside, or they should be set up independently away from the factory premises.
