Not necessarily. It depends on the composition of the coke oven gas; if the levels of CO and CO2 are high, then the proportion of nitrogen will be higher, usually 2–3 times so. Those who designed the system should have provided you with a material balance sheet – take a look at it yourself
In actual production, it is sometimes high and sometimes low; it can drop to 1.4 times, and reach 2 times when it is high. Generally, it is between 1.4 and 1.6 times, and there seems to be no reason for this variation
During the coke production process, the composition of coke oven gas is inherently variable; adjusting the order in which coke is pushed out may help stabilize it. You should work together with the coking plant to identify the underlying causes
