Problems in the structural design of waste heat boilers

As the title suggests, the design of waste heat boilers includes using a conical tube sheet on the lower side of the upper tube sheet, which helps to prevent gas from accumulating below the tube sheet. I would like to know what is the principle behind this design approach?
