Affiliation for intermediate professional title in industrial automation instrumentation

As the title suggests, is it possible to hold an intermediate professional title in industrial automation instrumentation on a nominee basis? If so, how much does it cost per year? Thank you!
I really don’t know about that. By the way, I have a question: Since professional titles are determined by the company where one works, can they be used nationwide? I know that the qualifications from CNPC and Sinopec are mutually recognized, but how can technicians from other companies apply for such mutually recognized professional titles? To which relevant department should I apply?
